Kentucky Controlled Substance Reporting Program FAQ

Q: How do I register for an account?
A: Go to https://ekasperupload.chfs.ky.gov/GetStarted.aspx and click on Get Started.
Q: Is there documentation to help guide me through registration?
A: Download the KASPER Controlled Substance Reporting Guide. Chapter 2 covers the registration process in detail, and the document in general will answer most of your questions about the data reporting program.
Q: Once I've registered, what URL do I use to log in next time?
A: Go to https://ekasperupload.chfs.ky.gov/Default.aspx.
Q: What standard does KASPER require for data files?
A: KASPER requires the ASAP 4.2 format for data, saved as a .dat file, which may then be encrypted using PGP or compressed into a ZIP archive. The ASAP 4.2 documentation can be found here.
Q: I'm required to encrypt my data uploads. What is your support for that?
A: We support PGP encryption of files uploaded via SFTP as well as through our secure web portal. After you register, go to your account profile and you will find your PGP Public Key there to use for encrypting your data files.
Q: I use FTP to upload my files. How do I do that with KASPER data reporting?
A: During registration, you can activate your FTP Account and set your password. If you didn't do this during registration, go to your account profile at any time to activate or deactivate your FTP account, get your user name, or change your password.
Q: If I have a .dat file but don't use FTP, how can I upload the file?
A: Just log in and choose Batch Upload from the navigation menu, click Browse to find your file, and then click Upload to get it to KASPER.
Q: I'm accustomed to using HID's Universal Claim Form to enter prescription data manually. How do I do that with KASPER?
A: The KASPER reporting system has a comparable Prescription Data Entry Form, which is easily accessible once you log in. During registration, or from your account profile later, you can set your Default Upload Method to Data Entry and you will start on the PDEF page every time you log in.
Q: Once my data has been uploaded, how will I know it's been processed?
A: Processing typically takes less than a half hour, and often only minutes. When KASPER has processed your data, an email will be sent to the primary contact's email address containing a link to the upload report, and the additional email addresses in the account profile will also get notified that processing is complete.
Q: How do I view an upload report?
A: For data files uploaded via FTP or the Batch Upload web page, the primary contact will be emailed a link to the report for each submission, but reports can also be accessed by choosing Upload Reports from the menu while logged in to the uploader account which submitted the data. Upload reports provide details about any errors detected, and let you know if action is corrective required.
Q: Who can I contact if I have questions not answered here or in the Reporting Guide?
A: For KASPER Reporting Account technical support including system problems, password resets or to update your account information, please contact the KASPER help desk at (502) 564-2703 or email ekasperhelp@ky.gov.
For KASPER data reporting requirements or general program information, please contact the eKASPER Administrator at (502) 564-7985 or email ekasper.admin@ky.gov.
